國務(wù)院總理李克強(qiáng)9月29日主持召開國務(wù)院常務(wù)會(huì)議，確定加強(qiáng)進(jìn)口的政策措施,，促進(jìn)擴(kuò)大對(duì)外開放；決定實(shí)施煤炭資源稅改革,，推進(jìn)清費(fèi)立稅,、減輕企業(yè)負(fù)擔(dān)；部署強(qiáng)化審計(jì)工作,，推動(dòng)政策措施落實(shí),、服務(wù)經(jīng)濟(jì)社會(huì)發(fā)展。
會(huì)議指出,，兼顧當(dāng)前和長遠(yuǎn),，實(shí)施積極的進(jìn)口促進(jìn)戰(zhàn)略，加強(qiáng)技術(shù),、產(chǎn)品和服務(wù)進(jìn)口,，有利于增加有效供給、滿足國內(nèi)生產(chǎn)生活需求,，提高產(chǎn)品質(zhì)量,，推進(jìn)創(chuàng)業(yè)創(chuàng)新和經(jīng)濟(jì)結(jié)構(gòu)優(yōu)化升級(jí)。
會(huì)議確定,，一是鼓勵(lì)擴(kuò)大先進(jìn)技術(shù)設(shè)備和關(guān)鍵零部件進(jìn)口,，調(diào)整《鼓勵(lì)進(jìn)口技術(shù)和產(chǎn)品目錄》；支持金融和融資租賃企業(yè)開展進(jìn)口設(shè)備融資租賃業(yè)務(wù),；完善科教和科技開發(fā)用品進(jìn)口稅收政策,，助力企業(yè)創(chuàng)新,、推動(dòng)產(chǎn)業(yè)升級(jí)。
二是擴(kuò)大研發(fā)設(shè)計(jì),、節(jié)能環(huán)保,、環(huán)境服務(wù)等高端生產(chǎn)性服務(wù)進(jìn)口。
三是穩(wěn)定國內(nèi)需要的資源進(jìn)口,，合理增加與群眾生活密切相關(guān)的牛羊肉,、水產(chǎn)品等一般消費(fèi)品進(jìn)口。
四是推動(dòng)進(jìn)口管理便利化,。實(shí)行24小時(shí)和節(jié)假日預(yù)約通關(guān),，加快自動(dòng)進(jìn)口許可管理商品無紙化通關(guān)試點(diǎn)。擴(kuò)大采信第三方檢驗(yàn)檢測(cè)認(rèn)證結(jié)果,，縮短檢驗(yàn)檢疫時(shí)間,。
五是搭建進(jìn)口貿(mào)易平臺(tái)，在公平競(jìng)爭(zhēng)原則下,，利用跨境電子商務(wù)等新模式增加進(jìn)口,。 （中國進(jìn)出口網(wǎng)）
On 29th September Premier Li Keqiang chaired a State Council executive meeting, at which leaders determined the import policy measures, strengthened and promoted the further opening; at which they decided to implement the coal resource tax reform, promoted the clearance fees and tax legislation and reduced the burden on enterprises; at which they deployed to strengthen the audit work, promoted policies and measures implementation and served for economic and social development.
The meeting noted that on ground of the current and long-term, we should be proactive to import promotion strategy to strengthen the technology, products and services imports, which can help to increase the effective supply, meet the demand of domestic production and life, improve product quality, promote entrepreneurship, innovation and economic structure optimization and upgrading.
The meeting decided, first, to encourage the expansion of advanced technology equipment and key components imports and adjust "the catalog of encouragement imports of technologies and products"; to support finance and financial leasing companies to carry on imported equipment financing and leasing business; to perfect import tax policy of science and tech development products, help innovation and promote industrial upgrading.
The second is to expand imports of high-end production services such as research and design, energy saving, environmental services.
Third, to stabilize imported resources domestic needs, to increase reasonably imports of beef, mutton, marine products and other general consumer goods closely related to people's life.
Four is to promote the management and facilitation of imports. To implement 24-hour and holiday booking clearance. To speed paperless customs clearance pilot of automatic import license administration commodity. To expand admissible third-party inspection, testing and certification results and shorten the time of inspection and quarantine.
Fifth, to build import trading platform in the principle of fair competition, to increase imports through the new model of cross-border e-commerce.
