18日,，商務(wù)部召開例行發(fā)布會,，商務(wù)部新聞發(fā)言人沈丹陽在發(fā)布會上表示，面對今年世界經(jīng)濟(jì)復(fù)蘇弱于預(yù)期的形勢,，中國政府采取了一系列穩(wěn)增長,、調(diào)結(jié)構(gòu)措施，在推動經(jīng)濟(jì)增長的同時繼續(xù)為全球經(jīng)濟(jì)復(fù)蘇作出了貢獻(xiàn),。沈丹陽介紹,，僅在商務(wù)領(lǐng)域,，為充分發(fā)揮出口、消費和投資這三架馬車對經(jīng)濟(jì)增長的拉動作用,，采取了至少五個方面的措施,。
沈丹陽表示首先是，深化重點領(lǐng)域和關(guān)鍵環(huán)節(jié)改革與開放,，比如上海自貿(mào)區(qū)的建立和對外投資審批手續(xù)的簡化,。其次是努力擴(kuò)大消費需求，前10個月社會消費品零售總額增長12%,，這是很不容易的,。實際上，消費對經(jīng)濟(jì)增長貢獻(xiàn)度最大,，過去是投資第一位,。第三，促進(jìn)外貿(mào)穩(wěn)增長調(diào)結(jié)構(gòu),。無論出口還是進(jìn)口，雖然增速可能還沒有達(dá)到很多人的預(yù)期,，但中國外貿(mào)的表現(xiàn)仍然是全球主要經(jīng)濟(jì)體中最好的,。
沈丹陽介紹，統(tǒng)籌“引進(jìn)來”和“走出去”,。不僅利用外資平穩(wěn),，而且對外投資繼續(xù)保持高速增長。最后,，加強(qiáng)多雙邊開放合作,，達(dá)成了一系列新的自貿(mào)協(xié)定。完成了中韓和中澳自貿(mào)區(qū)的實質(zhì)性談判,。通過這一系列的政策“組合拳”,，實現(xiàn)了居民消費穩(wěn)步增長，進(jìn)出口增速企穩(wěn)回升,，對外投資合作快速增長,，從而為中國經(jīng)濟(jì)的穩(wěn)定增長作出了貢獻(xiàn)，實際上對全球經(jīng)濟(jì)增長做出了很大的貢獻(xiàn),。
沈丹陽表示,，經(jīng)濟(jì)增長是二十國集團(tuán)峰會的核心關(guān)注問題，2010年多倫多的峰會上就提出了實現(xiàn)強(qiáng)勁,、可持續(xù)和平衡增長的目標(biāo),。今年澳大利亞作為主席國，進(jìn)一步提出將未來5年額外增長2%作為二十國集團(tuán)的增長目標(biāo),，以進(jìn)一步提振全球經(jīng)濟(jì),。各成員為此也都提出了具體的政策措施和落實路徑,。

Shen Danyang introduced the coordination between "bringing in" and "going out". We would not only stable foreign investment, but also kept foreign investment rapid growth. Finally, we strengthened the open multilateral and bilateral cooperation, and reached a series of new free trade agreements. We completed FTA substantive negotiations relatively with Australia and South Korea. We achieved steady growth in household consumption, import and export growth steady rise, the rapid growth of foreign investment and cooperation, thus stabilizing the growth of China's economy and contributing to global economic growth.
Shen Danyang said that economic growth was the G20 Summit's core concerns, at the 2010 Toronto summit the goal sustainable and balanced growth was proposed. Australia, as chair of this year, proposed additional growth 2% in the next five years as the G20's growth targets, in order to further boost the global economy. For this reason the members have also made specific policy measures and implementation path.
China also prepared and presented a more comprehensive growth strategy report. For example, China would attach great importance to trade effects on growth, and made a comprehensive trade policy commitments in the growth strategy report, including stabilizing exports and encouraging imports, in the world few countries would encourage imports. Trade in goods, trade in services, trade liberalization and facilitation, innovative business models were also included, such as the cross-border e-commerce business model. Shen Danyang believed that China's commitment to promote trade development, would help support the Chinese economy to achieve strong, sustainable and balanced growth, which also fully embodied China’s contribution and support to the G20.
